Maxor’s Correctional Healthcare team is comprised of experienced professionals with decades of “hands-on” operational, administrative and management experience in providing essential healthcare services within a corrections environment.  Our correctional healthcare leadership team includes:

James “Jim” Riley
Senior Vice President for Correctional Healthcare

Jim has over 30 years of federal, state and private sector experience in correctional health care.  A retired US Army Colonel, Riley has served as interim Executive Director of the Texas Department of Criminal Justice and Executive Director of the Texas Correctional Managed Health Care Committee.  As a member of the ACA and NCCHC, Riley has participated in numerous national presentations and committees dealing with the challenges of delivering quality health care to incarcerated patients, as well as serving as an accreditation auditor.

Glenn Garrett Johnson, M.D.
Medical Director

As a correctional health care professional with over 22 years of hands on care for offender patients, Glenn brings a wealth of experience and proven track record of success in both the public and private sector.  Nationally recognized as an expert in all facets of correctional health care, Dr. Johnson was selected to assist in the development and implementation of standards for the National Commission on Correctional Health Care.  His clinical expertise ensures the continued quality of Maxor’s correctional health services.

Allen D. Sapp, Jr.
Vice-President for Correctional Administration

Allen has over 28 years of progressively responsible, results-driven, public sector management and administration experience.  Sapp brings to the Maxor team extensive expertise in organizational analysis, strategic planning, interagency collaboration, legislative processes, contract management and policy development.  His career has included leadership positions with the Texas correctional health care program, having most recently served as the Assistant Director for Administrative Services.  In that role, he had wide-ranging responsibilities for contract management, budgeting, legislative affairs, and ensuring effective administrative coordination of a health care system serving more than 151,000 state prisoners. 

Matthew R. Keith, RPh, BCPS, FASHP
Director of Pharmacy

Matt brings extensive pharmacy management expertise with extensive experience in the public and private sector, including the management of a large correctional pharmacy program.  Nationally recognized for his strategic planning and organizational assessment skills, Matt led the Maxor clinical team that was employed by the federal court appointed Receiver to perform an extensive assessment and improvement plan for the California state prison pharmacy system. Keith’s expertise in pharmacology and correctional pharmacy services ensures the effective and efficient implementation of pharmacy improvement initiatives.

Marjory S. Pulvino
Maxor Correctional Nursing Consultant

Marjory has extensive administrative, operational and management experience in correctional health care systems, including clinic operations, auditing, staffing, policy and procedure development.  Marjory's experience in coordinating with security staff on medical housing, transportation, classification, accreditation and access to care issues ensures a smooth working relationship between the custody and health care teams.

Rick Pollard
Vice-President for Operational Support

Rick brings over 30 years experience in government and commercial operations as an innovative developer and operations manager for outpatient, inpatient, compounding pharmacy operations, distribution, and purchasing.  Pollard is a strong strategic planner and implementer, with expertise in automation and logistics.  Rick has earned an industry reputation for cost effective and efficient creative problem-solving and achieving successful performance outcomes.  He has extensive training and experience in virtually every aspect of pharmacy operations, distribution and management.  

Dick Cason
Senior Pharmacy Consultant

Dick offers extensive experience in the management and operation of correctional pharmacy operations, including operation of a large central fill pharmacy servicing over 170,000 prisoners in more than 100 locations.  Cason’s skills extend to pharmacy distribution, staffing, automation and construction coordination.

Melanie Roberts
Clinical Pharmacy Specialist

Melanie brings to Maxor Correctional Healthcare an extensive background and expertise in clinical pharmacy issues including experience in the corrections settings.  Melanie’s experience provides expert analysis of disease management guidelines, formulary management, P&T Committee leadership, medication outcome reporting, therapeutic category reviews, drug use evaluations and related activities.  Her outstanding clinical knowledge base provides assurance that the protocols, policies and practices developed by the Maxor team are consistent with nationally accepted standards and guidelines.
